common enemy – and also that from his [?] and [?] circumstances, he needs the assistances from his country for support – I hereby certify the testimony in this case and the proceedings had therein to this secretary of the department of war.

Beatty Clerk of the Court of Common pleas for said county do hereby certify that the above signed James Leeper Esq. was at the time of signing said instrument & he is duly elected, commissioned & acting Associate Judge of the Court of Common pleas in & for the County aforesaid and that due faith & credit is & ought to be given to all his official acts as such as well in Courts of Justice as thereout.
Given in my hand & the Seal of Said Court at Cambridge this Twenty eighth day of January Anno Domini one thousand Eight hundred & nineteen.
